Camila Garcia was a physicist and worked on near light engine design at a minor start up, Space Propulsion Laboratories (essentially a contractor for ASTRO labs). 3 years ago the lab had an explosion after hours. Her body and the body of her 3 year old daughter, Alicia, disappeared. Camilia was there to get some data from an experiment late at night.
Camilia was an exceedingly vocal community leader about expanding the tram line, and was a main supporter to include dropping off at the airport (which still is not in place as of today).
Explosion also tore into another small biotech lab, Genetek. There was one casualty in the fire but the body was not recovered. Genetek closed down but the facility is now another research lab as the fire was localized to a small section.
2-3 months later there were reports of people missing, all within a block or two of the old lab. 4 months later the tram explosion happened. Monroe was the only person that disappeared in the tram explosion.
Nearly 2 months after the tram accident (a little over 8 months after the initial explosion), the daughter of Camila was found alive. She had no understanding what happened to her, or any inclination time had passed. The husband took her daughter and moved to the west coast. It is unsure if she aged over that period.

None remember what happened. Police had written it their disappearances off as a bender/deciding to lay low on their own volition.
There was an image captured of a seemingly other group that were planting a small explosive device on the tram line in the recent attack with the Manimals (see attached).
